Well, the real reason for why he was unpopular was because of the 2 most popular political theories in the country at the time on how to deal with communism--
The West Coast supported not giving money to Europe and sending help to China/Korea to fight against communism there.
The East Coast supported the concept of 'Rollback', in which America used its nuclear weaponry to liberate Poland and the other eastern European nations.
Now, if you're having a game about WW2, firstly I think that you should have 2 areas of conflict (since we're likely talking about the late 40's/very early 50's)--Europe (being France, Germany, Italy and Eastern Europe) and China/Korea. If both Europe and China are capitalist by the end of the game, America wins. If both continental Europe and China are communist by the end of the game, the USSR wins. If one holds one and one holds the other, there's a tie.
But this brings me back to rollback vs isolationism. You should have an event where Truman goes against the Dixiecrats (who supported Rollback if I recall) and the Republicans (who supported isolationism). You then have the options of having a ground battle in Europe or China, or both.
